Dim Green Light with connected keyboard

I am new to repair Mac, and repair my MBP 2009 now.

I did few diagnostics and confirmed the logic board is in working condition. All components are working, except the power button. The magsafe shows dim green light after I put everything back. MBP won't start after I short the Logic Board Power-On Pads.

The magsafe shows green light ONLY after I disconnect keyboard, and MBP is able to start with Power-On Pads.

Does it mean I got the faulty keyboard? I don't have exact keyboard for diagnostic.
