no password to access computer

got a computer from fleemarket, cheap and perfect for my new writing machine, yes i am old, but there is a password in order for me to install better writing software, and i do not have this. sooo, plzz help an old lady, tried to use a software where you type your tag and number, did not work, now i am waiting for Dell support to help me, been waiting for a week. What do i do? install a new hd or wait for Dell support?

info: #RMVOL**-595B, is the tag

Dell Latitide cs 400xt is the computer, win98 or nt.

Apple: cannot access my latitude cause of a password locks it.

Turkeybirdy: removed the battery, still nothing, can not access, replaced harddisc, nothing, locking for the famous jumper to change, but where is it? for me they all look like jumpers!!

Update

The usual solution for a forgotten hard drive password is to replace the drive and reinstall everything. The password and firmware are stored on a chip on the HDD's controller card. This makes it difficult to retrieve. Wiping the chip will leave the drive useless. On some drives you can change the whole controller board which will allow you to use the drive again. nope! and i tried Dell as a backdoor code, did not work, thnxx for answering thou, tagnumber #RMVOL**-595B, if i change hd do you think it works? change pin? how do i do that? i am a newbee, a writer, old and irritated, the computer is perfect for me

Options

Please just boot into safe mode by holding down the esc key once there you will be able to post to your opsys and you will have admin access to change any password through your command line settings.
