So I jumped into my pool with my phone in my pocket without knowing, I quickly threw out of the water, I later tried to turn it on, it didn't work,I took everything apart and let it dry, then I put in rice for 16 hours but it still doesn't turn on, I tried to charge it, nothing, someone help me please! I don't have enough money to get it fixed.

There's likely corrosion on the phone's logic board, causing components to short. Your best bet would be to take it to a shop with an ultrasonic cleaner. Make sure they have one, because alcohol and a toothbrush tends to do more harm than good, and most shops and technicians are clueless when it comes to proper water damage repair.
If there's not one in your area, you can mail it out for repair.

By the way, its actually a Samsung Avintia or something like that and my phone is new, not old.
