Can't get iPad Air to authorize
can't get 2nd hand iPad Air to authorize due to the fact that it is still listed in someone's account. Is there a way around this?

Yes! Get ahold of the previous owner and obtain their icloud password and then remove their account. You may be able to coerce them to deauthorize it from their account through iCloud also. Other than these methods I'm pretty sure you are "up a creek".
