My computer is stuck on standby. what do I do.

I've had my DELL 4500S home COMPUTER IN STORAGE for over a year. Tried to hook it up and it wont turn on. The light is orange. I think its stuck on standby. I tried restarting it but I get the same thing. And there doesn't seem to be connection between the computer and monitor. It is in standby also

Options

Bad power supply due to bad capacitors. 12V CPU power failure most likely. Check the motherboard as well - both parts are notoriously bad for it.

Unless you get the power supply cheap, it’s not worth trying to repair it. If you’re lucky it’s the RAM but experience tells me bad caps.
