Windows9x the files are saved to the "internal memory". Since you are saying your phone does not work, I can only wonder if you are referring to getting to those files. You cannot unless you fix your phone.

Looks like substantial amount of corrosion. Remove the battery and carefully inspect the small SMD components next to it. There may be more corrosion giving your plenty of trouble.

If you change the board you lose your information. Try to fix it.
If the PC sees the phone as "Test B/D". Maybe it's the loader?
