i would like to know how to reboot my laptop, i've pressed f9 but anything haven't worked. I see this screen that says reboot and select proper boot device or insert boot media in selected boot device and press and key. Could i reboot it from there?

Fault is you laptop not detecting boot media like HDD/SSD/Bookable DVD with optical drive. you can reboot the laptop press and hold the power button to turn off and press again power button to start again.
you can rectify the fault using below steps,

If all you want to do is reboot it all you need to do is shut it off and then restart it. Thats all a reboot is . If you want to reformat the computer and reinstall your operating system then understand chances are all you info will be lost all programs as well. If you just want to freshen it up then we need to know what OS you are currently using.
