Why doesn't my controller want to turn on?

My cousin came over to play today and when I tried Turning on my controller it blinked twice and then it turned on, so I thought the battery pack was the problem so we switched them and it still didn't turn on. And it's barely a new controller and the other one was the one I had for 3 years
