1 Error Message No Diagnostic Utility partition identified
In the initial pre-boot everything passes. I don't even know where to start with that error.

Hi,
Can you get into BIOS and see if you can change the boot order back to your OS HDD? I have a feeling that the Diagnostic Utility partition is missing (have you upgraded to Win10?)

@lsnell Are you trying to install an OS ? Have you installed a new HD or SSD. What was done prior to the error?
