My touch screen isn't responding.
My touch screen isn't reacting when I touch the screen. I am not sure if it is the actually screen on top or the screen under it.

It sounds like you have an issue with the touch digitizer which lies beneath the screen. The touch digitizer is the part of the phone that registers the pressure from your taps.
