The Wifi and Cellular not coming on

Hello,

I just the BLU Advance 5.0. I turned the cellular data and wifi on but I didn't see the 2G/3G or wifi icon on the home screen. The mobile data and wifi is not working. Is this a factory fault or something that can be fixed?
