My touch screen is unresponsive to the touch, it will not work at all, I've tried turning off and back on but I can't get any further than that. Is there anything I can do to fix this issue?

Is there a grey horizontal bar on the screen?
If not has the screen been replaced before?
If not then the issue is most likely due to the touch IC chip going bad. You will have to find someone that offers microsoldering board level repairs on iPhones (or replaces touch IC chip) to fix it.

if you have replaced the LCD and issue havent gone away, seems that touci IC need to be replaced.
