How can I fix a "not charging(no LED indicator) and cannot turn on"?

It started when I restarted my phone and never turn on back. Battery is 59% before I restarted, so it is definitely not drained. But when I tried to turn on it never turned on. I tried to charge it but no LED indicator of charging.I tried the ON+Vol UP, ON+Vol down and the ON+Vol UP+ Vol Down but I failed.

Have you tried taking out then putting back in the battery (if its accessible)

Have not gone to repair shop yet. The battery is built in.
