The screen flashes blue and black
when is it is turned is it shows the apple loading screen it then flashes blue shows the curser then flashes blue then is shows the loading circle.

It's running into a hang while loading the system. Boot from the system installation disk by inserting the disk and restarting holding down the "C" key. You will need to go to the second page pull down menu to Utilities -> Disk Utility. Select your drive on the left and repair it. Run the disk repair until it runs clear. Try to start now. If it fails to start go back and reinstall the system.
