Power adapter connected but does not charge (but may trickle charge)

I have a MBA 11" 2012 that, when plugged in, says it is charging with amber light. Power button does nothing, but the internal fan starts twitching back and forth from what I can see with the cover off. If it's left plugged in for about a week, the battery is charged enough for it to boot successfully (like trickle charging, albeit super duper slowly). When it was booted, the time and date were completely wrong.

When plugged in and booted, half of the time it does not recognize the power, and the other half it says the battery is not charging. Could it be the IO board or the logic board, or both? There has been no previous damage or liquid damage. The charger is new. The Genius at the Apple Store said logic board, but that may be the default answer.

Sounds like a defect in the battery itself. Did Apple check it?

i'm not sure. system information says the battery condition is normal.

If you can: try to start up with: Option + D. This will enter diagnostics via internet. See what it says, maybe it will make the problem more clear.

I have tried that and there are no errors. It's the "apple hardware test", not the new 2015 and later diagnostics that seems to be more in-depth.

Here is my list of what I do.

Try cleaning the charging port with Isopropyl.

Make sure the pins in the charger are not stuck

Try a new battery and charger.

Try a new DC in board.

If none of those work then there is something going on on the logic board and at that point you need skills in board repair.

I've tried the first two + a new charger with no avail. My first thought was to try a new DC/IO board first since it's cheaper than a logic board and whatnot. The battery says it's in normal condition.
