I can’t download or update apps
Every time I try to download or update an app it tell me to to click continue and check out my billing options

have you tried clicking continue? usually this occurs on new devices , you can go ahead and click continue and choose none in the credit card section than ok and it should allow you to move forward. if it doesnt , it means there was probably a previously used app trying to request funds for continuation, you can also decide if you wish to pay and continue or cancel the subscription if any.
