White screen after Trying to reet and install windows and getting stuc

I tried to restore my Laptop and it for stuck in the 64% loading Microsoft screen. I tried hitting the suggested f key (can't remember which) and alt but now the screen is white mainly with light bits of green running through it. Please help I have a essay for uni due and can't do a thing!

So, if you try shutting down your laptop and power it back on, do you see the toshiba logo?? or the screen starts white form the beginning?????
