Why are my suds not draining?

I have a Kenmoore HE3 front loading washer. The suds are not draining before the end of the wash cycle. I'm using an HE detergent, I'm not getting any error messages, the pump seems to be working (it pumps water out when I restart the cycle), the pump filter is clear, and the drain hose is clear as well. The washer will be on the spin cycle, still full of suds, and the suds come pouring out of the detergent drawer (see video). What could be the issue?
