Why is my iPhone7 blinking on and off
when plugged in , phone turns on & off . when unplugged phone does nothing

Could you be more specific please? Is it still usable? If battery is empty and u put on charge and then starts blinking it could be a sign of weak battery or poor connection of you charging port/lightning cable.

What happened when the problem arised and whether the phone has been in contact with liquid was there a previous repair attempt?

If it went like that for no apparent reason it's usually the battery needing replacement.
Phone boot loops on apple logo while plugged in but goes off immediately on unplug.
