BootLoob with no battery

I have an iPhone 7 that had its battery changed in about 2 years, I was trying to turn it on and it ended up in an endless boot loop, the problem is that it only turns on when it is connected to the power cable, connecting it to the PC will not make the apple logo appears. When it is connected and the power cable is removed the screen go immediately black. I saw a lot of people saying that restoring it on iTunes would solve the problem, but it does not turn on in a USB PC cable .
