Just rebuilt my 21.5", and I can't get it to boot. Help!

I have a late-2013 21.5” EMC 2638 that I’ve rebuilt from a dropped unit. The dropped unit still booted and functioned via an external display.

I bought an empty 2638 casing and took all the components over and installed them in the recommended order, along with a new 1TB SSD.

I ordered a new LCD, and all seemed well.

Currently when I hit the power button, I get 2 of 4 diagnostic LEDs lighting up, and the fan begins to spin. However, there is no boot noise, and the LCD remains dark. On the old unit, I at least got a flashing question-mark-file-folder.

What have I done wrong?

Did you move over the original power supply, I would check the connectors from the power supply.

Yeah, I just edited my original post. It's properly receiving power, as indicated by the first diagnostic LED. The 2nd LED is also on, but 3 and 4 are still dark (the 4th being because no display is connected right now).

How would I go about servicing/inspected the GPU?

@matthewkimble You are incorrect in your assumption that your power supply is good. One green LED only indicts that the power supply is receiving trickle voltage, not that it is operational.

@mayer but I have two green LEDs. This power supply has only days ago pushed sufficient power to the same logic board. It is all of the same components in a new, undamaged housing.

How would you suggest I proceed?
