SP not charging no voltage at battery terminals

I have an old SP. New battery installed and working charger, but it will not charge. Light flickers on and off when charger is plugged in. I have voltage at the charge port and at F2 fuse but nothing at battery terminals. Need help resurrecting this old beast!
