Is the wii u supposed to have bad battery?
I’ve had my wii u for about 5 years and the battery seems like it is getting worse. Is this normal?

All batteries including rechargeable ones have a lifespan.
If you’ve gone 5 years without replacement you’ve done very well.

Alternatively search online for Wii U Gamepad battery to find suppliers that may suit you better.
