Can you mount a 2018 sceen on a 2019 model A1990?
I don’t know how strict the T2 chip is in this regard..

There is no difference between the 2018 and 2019 models display assembly. You can’t use the older 2016/2017 displays as they don’t support TrueTone.
I do strongly recommend you contact Apple if your system is still under warranty (in the EU its two years!) and if not hopefully you have AppleCare+ service contract as the part is not cheap! The new part is over $1000 USD.
Given the state of affairs with the virus shutdown, your only other solution is replacing it your self, while not overly difficult you do need to be careful with the ribbon cables, making sure you don’t damage them.
Here’s the needed part:
- 15” MacBook Pro Display Assembly, Apple P/N 661-10355 - Space Grey (18/19) : Grade-A
- 15” MacBook Pro 15 Display Assembly, Apple P/N 661-10356 - Silver (18/19) : Grade-A

You sir deserve my grace. It's yours.
I have a 2019 A1990 EMC 3359 and the housing is tatty and the display is broken, I wan't to move the login board into another housing that comes with a screen, only thing is, that transfer housing is 2018 a1990. Is it a straight swap?

No it’s not that simple! As I stated the parts are basically the same.
But and that’s a very big BUT! You need to move the power button and the TouchID assembly with your logic board. Don’t eve attempt to plug-in the other systems button otherwise you’ll have nothing working!
