Upgraded RAM - Mac mini not turning on, fan spins for 1 second

I have upgraded the RAM in my mac mini 2018

When I turn it on, after a few seconds (consuming 26W at the wall), the fan will spin for 1 second, and then stop spinning (consuming 1W at the wall)

Then this cycle repeats. Eventually, fan will spin for 1 second again

Any idea what the issue is?

Options

Take the RAM out and try running it with none or the original RAM. Then try one of the new SO-DIMM’s any difference?

Issue appeared to be the RAM seating. Upon taking it apart again, I noticed I could still see the gold pins on both modules. Re-seating properly fixed the issue. Thanks!
