When you say you swapped the wires on the solenoids do you mean the water dual outlet valve?
If not, where did you swap the wires?
Looking at the parts diagrams there is a dual outlet water valve where the water supply to the refrigerator is connected to, so presumably one pipe leads to the ice maker and one to the dispenser.
There is a solenoid in the ice maker and also one in the dispenser.
Seems strange that there are two valves for each but would think that when you operate the dispenser it would operate the inlet valve and the solenoid for the dispenser and when the ice maker arm operated it would do the same for the two associated with it
If you swapped the wires at the outlet valve (and outlet water hoses as well?) I could understand it better as then the dispenser switch would operate the ice maker valve to allow the water to flow in, if the ice maker solenoid was already operated because there was no water in the tray.
You didn't say though that the ice maker arm would allow water to come out of the dispenser or not only that it didn’t fill the ice maker which is understandable, if you swapped the feeder pipes at the dual outlet valve. If it doesn't then there is a problem in the wiring between the ice maker arm and the valve because you know that the dispenser valve works OK when it is connected to the dispenser.
Hopefully this makes a bit of sense as just swapping “wires” shouldn’t allow the water to flow to where it shouldn’t if there is a dual outlet water valve as shown in the parts list
