Won't Charge Or Displays Caution Sign During Power On Attempt

I know this is a pretty dated piece of tech, but I have pictures and contacts in the device that I need. I’ve tried different chargers and different plugs, but the result is the same. Changing batteries have given me the results of a black screen or a caution sign inside the “charging battery” animation upon start up. I’m just looking for some help so I can get what I need off of there. If anyone has any ideas I’m open to any and all of them. Thank you.

I repaired alot of these devices back in the day and the fault you are describing is almost always the Charging Port Flex Cable.

What exactly do I have to do to the flex cable? Is it loose or do I need to replace it? And where is it located?

@jjmarcus143 Sorry, I thought it was a Galaxy S4 for some reason. Galaxy S3 is just a port, not a flex cable. But unfortunately, I'm not sure what could cause this on this model.
