TV Doesn't Turn On, Standby LED Lights

Hello everyone, this will be my first post here.

Model Number: RCA LED46C45RQ

I salvaged an RCA 46” TV that has an indicator light, but doesn’t turn on when the power button is pressed. When I go to plug it in, the power supply draws power and I can hear the typical electrical arc hiss when the AC prongs bridge; so clearly it doesn draw some power. The Red LED lights, but the LEDs do not come on at all when plugged in, or when the power button is pressed.

However, when the power button is pressed (the power button is “clicky”, so it’s not a bad button), the TV does not light. This is also true if I hold the power button or press multiple times. I don’t have the remote for it, but given that it doesn’t apear to function when the power button is depressed, I don’t think it is necessary for solving this issue. There are also no LED indicators on the board to tell me if certain boards have power.

Here are some pictures I took:

I have a multimeter :)

What approach should I take to restore the TV?

Update (12/27/2021)

Sorry for the delay, work and life complications.

I thought that the power board was the issue due to it not complying to the power pin requirements written on the board, but the replacement board that I got has the same issue. I believe these to be some kind of standard.

Anyway, I’ve replaced all boards on the TV (the 2 pictured), but the TV still does not light. The power indicator will toggle on and off depending on the switches on/off status, but no signal on the TV itself.

I believe it to be an issue with the LED array or something. Is there anything I should check aside for all connections to the board and AC power (which were double checked first obviously (as was the LED indicator)).

Not sure where to go from here.

@magossarah since you have no sign of life on this TV you want to start with the power board. Make sure that the fuses are intact and visually inspect it for damaged components. Check the rectifier diodes. Let us know what exact model this TV is.

My bad, I just noticed upon further inspection that the standby indicator LED does light. I have edited the question accordingly. No fuses are present. The exact model number has been posted.

@magossarah since your power LED comes on I suggest that you measure the voltages from the power board to the main board. Compare those voltages to what is listed for that connector on the power board itself. Remember that your power board supplies the voltages but it is actually your main board that tells the TV to turn on after you push the power button (simplified)

I'll do that, although I'm not sure the multimeter probes are thin enough to reach the contacts inside the rectangular plug.

There are multiple replacement boards that I can get on Ebay for about $30 to replace the LED driver board. The only thing is that while they look the exact same, they technically have different numbers. They have the same connectors in the same places.

In your opinion, do you think they are interchangable?

@magossarah that is a tough one. I have had issue with different versions of boards even so they were identical. Even minute changes could become a problem. Before changing any board see of you can find the bad one first. I‘d hate to soend your money on a wrong board etc. if your meters probes dont fit the connector, use some small objects like thin nails etc. and insert those (power off of course and make sure they do not cross) then power up and measure carefully on those. My gut feeling says its the main board but my gut can be wrong ;-)

I found the issue with the multimeter. The +12V and +5V rails were dead. So it's the power board.

in some cases it would be the signal board (where your rca cables and hdmi’s are).

but not in this case. you have a bad panel. the led lights are shorting and are out. therefore screen is not lit. replacing the screen (panel) is not feasible for repair. you can order the led’s. many a times this (replacing the led’s) is a complete loss of time and money. when under warranty, we would receive a new panel. install the original tv boards into the panel for a complete repair. thank you for asking. matt of martins tv repair.
