boot loop apple watch series 0 sport. on both charger & off

I have a issue on a series 0 sport which is basically a series 1. I did a battery replacement from a totally dead battery. The new one gets past the snake charge screen so the battery got initialized but now it boot loops. logo 3 seconds power off. repeat every 5 min or so. force reset doesn't fix it. do you think battery isn't good? not enough voltage? no damage to the gasket touch sensor that I can see. left it on charger for 3 days so far to no help. I unplugged the battery for a day to ensure it had no power and it didn’t help. I get the boot loop on and off the charger so the battery has some power at least. It never charged more than 2.2w according to my kill a watt meter and it did this in a weird way. 7 seconds charge 5 seconds no charge. it now shows 1.3w now with same same cycling. could this new battery be bad? never seen this before.
