Why am I not able to access my storage?

My mi note 4 is fully dead and it's been 2-3 years, now i want to access it's storage because it contains some important documents and photos.

Can i get access it through ROM chip of motherboard?

I'll be great full to u if you help me.

You access it by finding out why it's dead and fix it.

Also it is not recommended to let it stay dead for this long. Data stored in the flash chips are subject to "bit rot" when they are not powered on. Several years of inactivity may be sufficient to render the data irrecoverable.
