The blue piece came off my ribbon cable and the iron strap are a bit broken
I taped it back on but my ps4 won't come on I don't have any money to get a replacement

It's the cheapest of the ribbon cables, you can buy a roll of uncut cables for a dollar.

Yes, @tomchai is right, you ll need to carefully measure the width number of traces and separation to get the right one, though on a common popular device like this you you can probably find the exact cable (at premium pricing) in your photo its clear that one or more of the metal strips are loose, not stuck down in their proper places. Careful work with a teeny-tiny bit of epoxy cement and extreme care not to break the metal while putting it back where it belongs may, especially if you are careful to open latches before pulling cables in future. Last indefinitely. Don't be messy, Don't hurry. Don't usethe fast-setting stuff, give yourself time to work. If the cable is long enough you can trim the end and expose more contact if needed. Normally the cable IS NOT long enough to do this. It is tedious. A magnifying glass and toothpicks help. If possible practice on another one first.
