Computer won't turn on, only psu and cpu fans just spin

I've got a new psu and cpu cooler for my old computer and also changed the cmos battery, and when I got the new cooler in, and powered the computer it only the psu and cpu fans just spun up for 1-2 seconds and shut off + No display output.

What is the make and model number of the PC or the motherboard if a custom build?

If possible can you reinsert the old PSU and CPU fan and check if the PC now starts up?

I have tried removing the cmos battery and putting it back, tutned off and on the psu

The PC is a prebuilt with a Intel pentium G640 and the mother board is a MSI H61M-P20 (G3)

note (theres a small click when I plug the psu cable in, the psu fan would start even if the psu is off)

Normally the PSU fan will start when the Power On button is pressed as the PSU is turned on so a click when the PSU cable is plugged into the motherboard indicates either a faulty power ON button onthe case i.e. short circuit, a problem in the motherboard because that's where the On button connects to or a problem in the PSU BUT if the PSU is switched off (does it have and on/off switch?) you would have to wonder where the power is coming from for it to turn on.

That's why i initially asked if you could reinstall the old PSU to eliminate the new PSU as the problem. Also the CPU fan because if the new fan was faulty e.g. not sending rpm info to the BIOS the PC would be shutdown to protect the CPU because it thinks that the fan isn't working.

You didn't mention trying the old CPU fan?

Disconnect the front panel cable from the JFP1 connector on the motherboard and then try plugging in the PSU to the motherboard to check that it doesn't turn on.

Make sure that the PSU has no power connected when plugging it into the motherboard and when it has been plugged in to the board then turn on the power to the PSU and check if it turns on by itself

Still don't understand that if the PSU is switched off i.e. with a switch on the PSU, that it turns on as there should be no power to the PSU unless it hasn't got a switch and the switch is on the wall power outlet and it is on which means that the PSU has got power connected to it and just needs the signal to turn on maybe that's why the PSU fan starts when you plug it in to the motherboard, which you should never do with the power connected to the PSU.
