What could cause my 2006 volvo xc90 to not be able to get it out of Pa
I started my Volvo , put my foot on the brake, went to put it in reverse and I can't get it out of Park.

Hi,
There may be a problem with the shift interlock solenoid circuit.
The solenoid is electrically operated, releasing the shift lever from the park position, when the ignition key is in the run or start position and the brake pedal is operated
Here's a link that describes how it might be fixed.

matthewsvolvosite.com is an invaluable resource for Volvo owners. From browsing the forums there, you're not the first to run into this problem on an XC90.
This first post describes a shift lock override that will allow you to manually release the shift lock mechanism and get your car out of park.
Where is the shiftlock override button?
The part you're interested in is copied here.
If you hadn't found it by now, the ways I found to override the shiftlock is a) pop up the shifter bezel/boot and feel around the driver (left-foward) side of the shifter "box" inside the console. There's about a finger-sized depression with sort of a loop inside, slide the loop up or down, I don't recall which. It's easier with your left hand.
Another user described in detail how he fixed the problem on his XC90; it turned out the previous owner had spilled a sugary drink down the shifter and when temperatures got cold it locked the shift override in place; some vigorous cleaning ended up fixing his problem.
