Xbox One Won't Read Discs - Laser Stuck/Damaged?

I bought a used Xbox One recently and it was pretty filthy, and while it works fine, it refuses to read any disc in it, bluray and DVD.

I cleaned it out pretty thoroughly and scrubbed down the disc drive rollers which seems to have made it happy, and also gave the laser various q-tip baths, but it still will not acknowledge any disc.

It doesn't seem to be an issue of the disc not going in all the way since the drive will fully accept any disc and spins them.

When a disc is inserted the laser will move very gently and attempt to read it, then return back to the spindle and repeat. It doesn't move all the way to the edge of the disc - is it jammed, or is there another fault in it?

I'm really at a loss here and can use some help - is it the laser? The array? Is it totally fried?
