Protek 9902AQ not functioning

The voltage reading is stuck in -8.6v and resistance range does not give the right value .I have checked most of the surrounding capacitor values ,resisters,diodes,and transistors but in vain .what could be the problem.

Try a new battery first. If not I’d recycle it and buy another.

The model is protek 9902A it is a bench top and it is electric it does not have any batteries.
