Questions per Latitude 7490 battery issues

I recently bought a used 7490 and bought a third-party battery for it. The laptop has not recognized two of these batteries, though a couple times I did get a fatal battery error code from the first of them. Diagnostics provide an Error Code 2000 0131. I have tried the usual power drain/uninstall the driver remedies to no avail. This has happened with both an old BIOS and the most recent one. The AC Adapter is Dell, and the BIOS correctly identifies it as a 65W charger; the machine otherwise runs fine on AC. What I usually see is when I plug in the adapter or turn the machine on, the Battery LED indicator will turn white for 2-4 seconds, then quickly fade out, no amber, no codes. I am getting a second cable to make sure that is not the issue, but it seems more likely that the BIOS won't accept the battery and I'm going to have to get a genuine Dell battery.

Two questions:

1) Is what the Battery LED is doing a definite sign this is a BIOS rejection issue (battery starts to charge, then gets blocked), or could it be something else?

2) This website sells the same type battery and says it is a Dell battery, but there is no logo or other Dell indicator on the battery, which I have seen in other websites. Is it a genuine Dell?
