I have around 250 megs of Windows C drive clone on a 1TB drive in my Mac. I also have VM Fusion, but I have been unable to get the program to work. Is there a way using Fusion to activate the clone C drive?

I think you might have to make an empty virtual machine larger than the size of your clone then do an import.

The 1Tb is partitioned such that the remaining 750 gb is empty.

To run a Windows OS on your Mac, you will need to make a partition separate on to which the Windows OS can be loaded. Next you will need dual booting available e.g. Boot Camp for Mac. then things should load Ok. Make the partition at least 30 to 40 gig's, as Windows uses a lot of disk space to run it, and even more ram to keep it working.

I was thinking of doing that. I was able to find my old Me serial number, so I put in a fresh 500 mb disk and was able to install Windows on it. I will remove one of my Mac internal drives and replace it with the clone of windows to see if that will work. If it does, I will certainly let you know.

VMware Fusion 3 has a built-in Migration Assistant for Windows:

I do not know if this will work with a disk image, but it is worth a try.

I tried VMware Fusion about 6 or 8 times using the migration assistant. I got stuck when I could not enter the PassCode from Windows into the Mac. It also asked for my Administrator name and password from an installation eight years or so ago. I downloaded a Password breaker, but quit from exhaustion. VMware tech service was of no help. They only provide email service, and it came several days after I asked for help.
What OS of win is this?
