Can't login after wiping laptop

I wiped my windows 10 laptop recently but something went wrong. I'm left with a ghost account- my own- that won't accecpt my login information. I am able to open a command prompt on the x directory. To make matters worse the usb does not work and there's no cd drive. I can get an admin account access in cmd but that account doesen't appear when I try to reboot. Only the old account. I did have an AOMEI backerupper on it years ago and it reverts to that when I tap F8. Any help would be appreciated. Its a Toshiba Satellite laptop about 8 years old. Thanks
