Anti-Theft System engaged on my 2001 F. Expedition

I've not been able to start my 2001 F. Expedition in over 2 years now. It has been a dominoe effect starting with a leak from the windshield, down to the passenger fuse box and so on. I haven't let many hands on it because I know how thay goes. I believe I've tried just about everything. Anyone have any new ideas? I have tried all 3 of the OEM keys it came with as well as the remotes..nada.
