Why are my hdmi and vga ports not working

With "not working" I assume that you mean that your computer won't detect the monitor when you connect it to the laptop.

The first thing to check is if it's the laptop something is wrong with or if it's the monitor that is having problems. Have you tried using more than one monitor when trying to make it work? If you haven't, you should try that out since the problem may be with your monitor rather than your laptop.

If it works with another monitor, the problem is with the monitor you are using to use and not the computer itself.

Another way to get an idea of the problem is that if your laptop's display doesn't work either, there may be something wrong with your computer itself.
