Stuck thinking it has wired connection

I have recently had issues with a thunderstorm that took out my internet connection and since my Xbox thinks it still has a wired internet connection but wouldn't connect to internet to play games. 8 tries resetting the settings and it won't go to wireless internet as it thinks there is a connection in the LAN port when there isn't. I then reset the console but now won't do the required update when setting up the console from factory settings. I even tried usb boot drive and no dice. Any help would be greatly appreciated.
