You didn’t mention what version of iOS you’re on. Make sure you have no pending software updates under Settings > General > Software Updates. Then try Settings > General > Reset > Reset Network Settings.

The wifi/BT chip has lost communication with the rest of the motherboard, unless it's a simple power or bad contact issue, nobody can fix it because the chip is paired with the CPU and impossible to replace.
