After charging, I tried to log on, swiped the screen, message "Use password after restart," tapped in window to type, but no keyboard appeared. Tried to turn off phone to restart, but it's not actually turning off; screen goes black. then I press to turn off and I get the sign on screen and try everything again with no luck. (It is charged to 100%.)

Sometimes, after a restart, One UI takes a bit to properly load, meaning your keyboard may not properly activate. Wait about 15 minutes and try again.
