iPhone cannot detect airtags. What's broken?

My iPhone 13 mini cannot detect airtags. I have followed all existing guides and made sure all settings are correct to no avail. It is not a settings or software issue. My only option now is that it is a hardware issue...

It can read NFC (not sure if all bands?) and my bluetooth headphones continue working.

What could it be? Is there other hardware involved?
