I can't see to find my iPod shuffle on the finder or on the Apple Music app and it flashes orange when I plug it to my laptop but it doesn't show up at all and I've left it charging for at least 2 hours to see if the battery was the issue to not show up but still no hope, Help???

Look for it in iTunes. The blinking orange light means it is busy syncing, or working as an external drive.
Try connecting it to a Windows computer - if it shows up there in iTunes or the file explorer, then it is likely formatted for Windows.
