My IPad’s charging port is broken, but it’s also not? It’s been like this for about 3 months, where i have to plug my IPad in, but in a very weird way. Sometimes it’s like the charging port has to be positioned under the IPad for it to charge. Any way I can fix this? It’s only getting worse.

Well it's likely cracked so the contacts aren't making good contact witching the socket. It's a big job to get to as you almost need to pull just about everything out to get to the cable assembly which hold the connector. Review Step 80 ~ 88 in this guide Changement carte mère iPad 9. Once you have it out you might be able to epoxy the break or replace the connector if you can get the connector it's self. Sadly the cable the connector is soldered to is likewise soldered onto the logic board from below and not as easy a replacement on its own, forcing you to replace the entire logic board.
