It vibrates while it not on what is the cause

If your Samsung Galaxy XCover Pro keeps vibrating even when it’s off or while trying to power on, it’s likely stuck in a boot loop or has a system crash. This can also happen if a button is stuck, there’s moisture inside, or a hardware short in the battery or motherboard. Try holding the Power and Volume Down buttons together for about 20 seconds to force a restart, and make sure none of the buttons are jammed. If it continues to vibrate or won’t turn on, stop charging it and take it to a Samsung service center, as it could be an internal hardware issue.

@onkabetsek12808 remove the battery and let it drain. Once discharged completely, re-install and charge it up. Did this stop the vibrating? It could have been firmware. If not, replace the battery. It will not provide enough power to start you phone but will cause the vibrating.
