Try it with another cable, and wait a few minutes. If nothing happens, the battery is dead. See iFxit's battery replacement guide.
Test the replacement battery's voltage with a multimeter, it should measure about 3.5-4v.
When charging the iPod for the first time with the new battery installed, wait a minute or so for it to react as the battery might be flat.
