When plugged in, the unit powers on automatically and won't power off. The play and rec led's on the vcr side are lit, as well as both vcr and dvd led's above the source button. VCR won't load a tape. DVD will load and play, but won't respond to the remote. VCR did load once and did play, but had no video output.

Does the unit respond to the remote control? Not sure if it does or not when you said "DVD will load and play, but won't respond to the remote."
If it does respond to the remote after it turns on, try a factory reset and check.
Go to p.20 (of 79) in the service manual to see what to do.
