During some testing I found sticky residue on one of these chips “marked in red” and all of the capacitors in the “highlighted yellow” area are all shorted. The Xbox does not turn one and would like some input if possible thank you.

It’s very unlikely that all those SMD capacitors are actually shorted. What you’re seeing is the effect of measuring across a rail that’s being pulled down somewhere else — since the capacitors are all probably in parallel, they’ll all read short even though they’re fine.
The sticky residue you noticed is most likely flux. A bad IC on that rail can cause the short reading across the capacitors. In cases like this, it sometimes helps to remove the suspect IC and measure the rail again. If the short clears after removal, you’ve found your culprit. If it doesn’t, then the fault lies elsewhere in the power delivery path (often a MOSFET or regulator).

So did some testing and found that my 3.3v is shorted, I’ve tried to inject some power and can’t find anything heating up, I tried using ipa I don’t have a thermal camera.
